Employers Checking Backgrounds!

We got a call today (Donald, from Alabama) asking about the fact that employers (in his case, the federal government) check credit and other (criminal, etc.) histories. I told him I would check, but that I THOUGHT this was authorized by Congress in the law. I checked, and here is a helpful link:
